D.E. Gemmill Inc. is a leading provider of pavement marking and maintenance products and services. Based in Red Lion, PA, we serve a range of different markets and strive to deliver an exceptional experience for everyone we work with. Our core services include parking lot and highway painting, seal coating and crack sealing, traffic sign and bollard installation, retroreflectivity management and more.

OUR STORY

David E. Gemmill founded D.E. Gemmill Inc. in 1986 and continues to serve as the company’s president. Our journey started with pavement markings and maintenance for asphalt services. Our many years of service to our assorted markets we cater to give us the capability to offer our customers exceptional experience and grow our focus and geographical reach accordingly. Today, we are a prominent contractor for all of Pennsylvania as well as parts of Maryland, Delaware, and Virginia.

Sensing a need for improved access to quality products, our company recently moved into safety equipment and signage sales, with a focus on serving construction crews, public works departments, warehousing operations, fire and EMS departments and more. Our SOS mobile storefront complements our online and retail operations.

In everything we do, our goal is to be an innovative, reliable and quality-conscious leader. We are quick to embrace new technologies and to incorporate feedback to serve our customers better. MEET THE TEAM

DAVE GEMMILL

President/Founder

Dave Gemmill grew up working on his grandfather’s farm, shaped by his mother’s belief in hard work and self-reliance. From a young age, he dreamed of becoming an entrepreneur. Although he never expected that journey to lead him to the pavement marking industry, life took a turn in that direction.

In the summer of 1985, a former teacher connected Dave with a job in parking lot line striping. He worked through the season, quickly proving himself and being offered a foreman position for the following spring. But before the season began, the company announced it was closing due to financial issues. After considering his next step, Dave called the owner and asked what would become of the equipment. When he learned it would be sold, he took his $6,800 in savings and purchased the essential equipment to start his own business.

In April 1986, at just 18 years old, Dave founded Traffic Line Painting Systems—later incorporated as D.E. Gemmill, Inc. The first few years were challenging as he learned not only the trade but the realities of running and managing a business. Through long hours, lessons learned, and building trust with customers, the company steadily grew. Dave expanded from parking lots into roadway line painting, added traffic sign installation, and began hiring employees to meet demand. Over time, the company added a sign manufacturing division, traffic control device rentals, sealcoating, and crack-sealing services, becoming a comprehensive provider for pavement marking and maintenance.

In the early 2000s, Dave’s wife Colleen joined the company full time and led the expansion into safety apparel and traffic control product sales. The company opened its first retail store in York in 2014, later relocating to its current location at 3096 E. Prospect Road in 2024.

Today, D.E. Gemmill, Inc. operates in more than five states across the Mid-Atlantic region, employs over 50 team members, maintains a PennDOT- and Maryland-certified sign shop, and delivers high-profile, specialized projects. The company recently celebrated over three decades in business.

Dave credits the company’s success to long-term, highly skilled employees who deliver quality work and service. Known for his dedication, Dave still spends long days and nights on job sites while overseeing operations. He often says the investment he made at 18 was the best decision of his life—and that hard work truly pays off.

COLLEEN GEMMILL

Vice President

Colleen Gemmill brings decades of experience in the volunteer fire service and a strong background in Behavioral Science to her leadership role at D.E. Gemmill, Inc. With more than 25 years of success building and expanding the company’s retail and e-commerce operations, she oversees the division that supplies safety products to construction companies, emergency services, utilities, and municipal agencies throughout the region.

A passionate advocate for safety, Colleen has made it her mission to ensure that every worker has access to high-quality, properly fitting PPE. She even launched a women’s safety apparel initiative to provide better-fitting, more protective gear for women in the field.

Colleen is actively involved in several industry organizations, including ABC, ATSSA, and the National Safety Council. Her committee involvement allows her to learn from national experts and contribute through speaking engagements, roundtable discussions, and conference presentations.

When she’s not supporting customers or engaging with industry leaders, Colleen can be found volunteering with Make-A-Wish or spending time with her husband, children, and grandchildren.

Pavement Markings

ERIC

Superintendent

Eric has been an essential part of D.E. Gemmill’s operations team for more than 10 years and currently oversees both our Thermoplastic and Short Line divisions. A hands-on and highly knowledgeable leader, Eric manages daily crew operations, ensures job specifications are met, and maintains strict compliance with state and local guidelines. He works closely with project inspectors to verify code compliance, resolve issues proactively, and uphold the quality standards D.E. Gemmill is known for. Eric also oversees thermoplastic and short-line equipment maintenance, crew readiness, and safe work practices across all job sites.

Recognized as a key operations thought leader, Eric is valued for his technical expertise, problem-solving skills, and commitment to crew development and operational efficiency.

Outside of work, Eric enjoys spending time outdoors — hunting, fishing, and being with his wife and their two sons.

Estimating Team

JOSH

Estimator/Project Manager

Josh has been part of the D.E. Gemmill team for more than five years, serving as a project manager and estimator. He supports project planning and customer coordination across multiple divisions and is known for his attention to detail, responsiveness, and commitment to helping customers move their projects forward.

Outside of work, Josh enjoys spending time with his wife and daughter. He is a drumline instructor at York Suburban High School and volunteers as fire police for Springettsbury Township. He also enjoys cheering on the Baltimore Orioles, Oklahoma Sooners, and the Pittsburgh Penguins.

Joelys

Estimator

Joelys supports our estimating team by learning the full estimating process, preparing quotes, and coordinating with customers. She continues to strengthen her expertise in project requirements, materials, and industry standards while assisting with day-to-day estimating needs.

Signs & Sign Installation

JARED

Vice President

Jared brings more than 20 years of construction and municipal experience to his leadership role at D.E. Gemmill, Inc., where he currently oversees the company’s Sign Division. With a strong background in municipal operations and extensive expertise in traffic signs, installation, and field project management, Jared plays a key role in ensuring projects are completed safely, accurately, and to the highest standards. Known for his intensity, focus, and drive, Jared sets high expectations for himself and his team. He takes great pride in delivering precise, reliable work for customers and supporting employees in the field. His deep industry knowledge and commitment to quality make him an essential part of D.E. Gemmill’s operations and continued growth.

MEGAN

Sign Shop Manager

Megan holds a Bachelor’s degree in Graphic Design from the Art Institute of York and brings a strong background in print design and production to her role at D.E. Gemmill, Inc. As our Sign Shop Manager, she oversees daily production, quality control, layout/design, and ensures all signs meet industry standards and customer specifications. Megan is known for her creativity, attention to detail, and ability to manage complex sign projects from concept to completion.

Outside of work, Megan enjoys traveling with her pitbull mix, exploring local spots with friends, and spending time creating artwork. She is also a proud Wing Wednesday enthusiast.

DESTINY

Sign Shop

Destiny supports our sign shop with digital print production, fabrication, and layout preparation. She holds an associate degree in Graphic Communications & Printing Technologies from Thaddeus Stevens College of Technology and brings hands-on experience in print and production work.

When she’s not in the shop, Destiny enjoys hiking with her dogs and spending time around the campfire with family and friends.

Denise brings more than 20 years of experience in marketing, public relations, and business development to her role at D.E. Gemmill. She supports multiple divisions across the company—including Pavement Markings & Line Painting and the Signs & Safety Division—where she drives brand visibility, customer engagement, and strategic growth.

With a background spanning construction, safety, energy, and healthcare, Denise is passionate about telling the stories that connect people, purpose, and progress. Her focus at D.E. Gemmill is to amplify the company’s mission through results-driven marketing and collaborative business development.

STEVE

Human Resources/Safety

Steve holds a degree in Occupational Safety from Millersville University and brings more than 20 years of experience in HR, safety oversight, and operational support. At D.E. Gemmill, Inc., he leads Human Resources and Safety initiatives, including recruitment, onboarding, employee relations, compliance programs, and safety training. He also assists with operational processes to improve workflow efficiency and support field readiness across divisions.

Outside of work, Steve enjoys Pittsburgh sports, reading, and spending time with his daughter and their three rescue dogs

CHRISTINE

Accountant

After getting her Ph.D. in chemistry in France, Christine worked for ten years as a chemist before switching to accounting.  When she is not tending her flock of Shetland sheep with her husband, she enjoys knitting and spinning.  She is also a volunteer at the Collinsville Community Library.

Our Front Office Team

TAMMY

Executive Assistant

Tammy has been D.E. Gemmill’s executive assistant for over 15 years. She handles all of our extremely important office duties such as Employee Payroll, Job Contracts, Receiving, Accounting, as well as receiving our company’s incoming calls. In her spare time you find her on the farm and spending time with her animals.
